** introduction :-
The important role played by fisheries cooperative organizations in Egypt, notably the Union ' s cooperative federation and its tasks, and its contribution with government and other research agencies to the conservation of fish resources, the defence of the interests of producers and the development of fish production, are reflected.
First:

1. Participating in planning the cooperative movement of water wealth in Egypt
2. Calls for the cooperative movement of water wealth, information, care and development, including the issuance of newspapers and magazines and the establishment of cooperative symposia.
3. Coordination among cooperatives with regard to the achievement of their purposes
4. Supervision of cooperative training for water-rich cooperatives.
5. Co-ordinating and linking the water and other cooperative sectors.
6. Representation of the cooperative movement of water resources abroad by participating in the membership of cooperative, regional and Arab organizations, participating in external conferences, exchanging collaborative experiences with various international organizations and accepting material assistance with external cooperative organizations, in coordination with the Minister of Agriculture.
7. Propose cooperative legislation for water wealth.
8. To defend the interests of cooperative societies for the water wealth of cooperative building units.
III. COOPERATION BUILDING Aquatic
A total of 90 members of the cooperative group (84 local associations, one general assembly and five fish farming associations) are estimated to be 89713 members of cooperatives with a total capital of £115,0549.
Members of the associations own all fishing units operating in the Egyptian fisheries [seas, lakes, inland waters], of which 4229 are boats, some of which reach more than 800 horses, 40836 are mainly lake and inland waters.
With the expansion of fish farming projects in recent years, there has been an increasing number of cooperative fish farming associations, which the Federation is promoting their establishment and becoming a representative of the Federation Governing Council.
The cooperative organizations are the engines of development for the fisheries sector in Egypt, and it can be said that the fishery sector is the cooperative sector, both in terms of the water areas it uses, the volume of direct investments it makes, the jobs it offers and the size of its contribution to the achievement of food security
The water surfaces used by the cooperative water-rich sector are estimated at more than 13,000 acres, which exceeds the area of agricultural land and are concentrated in Bahrain ' s medium and redfish traps, the Suez Bay, the Aqaba, the Sawiss, the Barrills, the Northern Lakes [hore, Barce, Adeko, the Barrierah, the Nasirah branch] and Navi.
** Production in 2002 is estimated at 800,000 tons, and cooperatives contribute 80% of total annual agricultural output.
The value of direct cooperative sector investments is estimated at around £2 billion concentrated in only one item, namely fishing boats, and these investments have helped to inject additional government investments, particularly in fishing grounds and auxiliary services such as boat construction and repair workshops, fishing gear, snow factories, fish-keeping refrigerators, fish-making units, transport and marketing methods. The one who is estimated at millions of pounds and unable to account for them, in addition to the huge investments in fish farming projects.
** The cooperative sector (300,000) provides direct employment opportunities, namely fishing employment, plus 1.039 million jobs in the formerly referred auxiliary and service sectors that rely directly and primarily on cooperative labour.
V. Participation of the Union in economic and social development
1Regulate the rational use of our fish resources by preventing unfair and dissenting fishing within the framework of a real plan based on accurate data on the size of fish stocks, the number of fishing vessels, the determination of fishing seasons and the respect for the recommendations and proposals of the Federation to be submitted to the governing body in this regard.
2. Protection of water surfaces from drying, both for agricultural expansion, age and tourist purposes, as in our northern lakes and the Red Sea.
Once again, the pressure forces themselves are also intervening with the administrative community in order to achieve self-interest, and a source of permanent compensation must be provided to fishermen in which the beneficiaries of such practices contribute.
3Preventing or minimizing pollution of different species in our water surfaces, especially the northern lakes, for which fishermen are the first victims, both in terms of low production and disease, and which requires compensation from the known principle of the polluter pay.
4. Fishing vessel insurance, which is the backbone of the cooperative sector and the principal means of production, and the large investment in this element, as we have already mentioned, requires its protection and preservation. It is known that working conditions in the fishing sector are very dangerous and, in many cases, result in the loss of the compound, and this issue is the most important challenge and priority for fishing vessels that the Federation is focusing on.
5. Inclusion of fishermen, fishermen and fish farms in categories enjoying the national health insurance project.
6. The issue of the hunter ' s newspaper, the first specialized newspaper, which presents the problems and constraints of the water-rich sector, includes scientific studies, is the link between cooperative associations and governmental and non-governmental entities linked to the sector, where it is distributed to those agencies, universities and research centres, which is particularly welcomed by Mr. / Deputy Prime Minister, Minister of Agriculture, Minister of Environmental Affairs, etc.
7. Equipping of an appropriate headquarters of the Federation with conference rooms and audio tools to be used for training purposes, where ministers and delegations of Arab fishery who visited Egypt (Yemen, Morocco, Algeria, Libya, Sudan, Arab Union of Fish Producers, Arab Cooperative Union) were received.
8. Continuing field visits to various fishing areas through its plan to raise awareness among associations and fishermen of the importance of development and the preservation of our fish resources, as well as to discuss the problems encountered by associations and fishermen in those areas. The results of these visits were:-
Responding to an attempt to dry 6,000 acres (the main tub) at Lake Miyut, which Mr./Kindiri Governor and the local council have tried to issue his recommendation for drying and has not yet been able to take this recommendation.
The drying of 7,000 acres stopped in the area of Jihad in the lake of the house, which the Reconstruction and Rehabilitation Authority tried to dry.
** Prevention of the rental of the Schenya area at the Al-Sad al-A ' ali lake and its reinstance to the Co-operative Assembly for the Construction of Asoan Fishermen.
** Oppose the privatization of Lake Nasser and attempt to re-establish its pre-existing stability and production.
** Conciliation of conditions within Lake Al-Sad al-A ' ah between associations and conflict resolution, which lasted more than 12 years
In the area of participation with local and international actors:
** The Federation is a member of the Board of Directors of the General Fisheries Development Authority, which allows participation in policy development and the proposal of legislation for the fishing sector.
** The Union has gained respect for many of the scientific stakeholders involved in fishery and has accordingly issued a decision to join the Board of Directors of the National Institute of Marines and Fisheries for the first time.
** The Federation established a close relationship with the United Nations Food and Agriculture Organization of the United Nations (FAO) regional office, the Arab Union of Fish Producers and the Regional Authority for the Protection of the Red Sea Environment and the Gulf of Aden, namely, the provision of publications, scientific documents, attendance at conferences and symposia.
** The Union shall serve as Vice-President of the Regional Fishing Professional Organization established by the European Union and shall include all Mediterranean States.
** The Union participated in the establishment of the Yemeni Fisheries Cooperative Union as well as the Algerian Chamber of Commerce of the Ismak, with training (18 members of the Yemeni Union in 2003). Thirty individuals from the Algerian Chamber of Commerce will be trained during the month of October 2004, and the leaders of the Yemeni Cooperative Union will be trained in cooperation with FAO.
** The Union is a member of the Egyptian Society for the Development of Fish Stocks and the Conservation of Human Health. It is a documented scientific association that provides scientific research, conferences and symposiums on the environment and fish wealth.
In conjunction with the Ministry of Maritime Transport and the Arab Academy of Maritime Transport, the following can be achieved:
** The decision of Mr. / Minister of Transport to grant fishermen working on fishing vessels maritime passports to allow them to work outside Egyptian waters.
** Preparation of a draft resolution to grant international certification to workers on fishing vessels outside of territorial waters in various disciplines.
** Agreements were concluded with the general interest of taxation by which accountants were established in accordance with each production site to differentiate the fertilizer, quantity, quality and production season - for the Mediterranean Sea, the Red Sea and the Gulf of Soyce, and studies on lakes and the Nile River, all of which were signed with Mr. / Chief of the IRS at the headquarters of the Federation.
** Attendance at all meetings of the Committee on Farmers and Village of the People ' s Assembly when discussing topics relating to fishery or any amendments to the law - the Federation has an influential view of these meetings because of good relations with different stakeholders for public interest.
** Convene meetings with the relevant governors to discuss pollution problems and dry water surfaces.
10. Training:
** The Federation conducts annual training courses for members of cooperative societies and workers in cooperative legislation, fishing law and cooperative accounting.
** Internship between the Arab Academy of Maritime Transport and Technology (the fisheries department) and the Federation, where academic students are trained on cooperative fishing vessels and some members of academic cooperatives are trained to use modern navigation and maritime safety devices.
A number of 10 (requests from the Faculty of Agriculture - University of Ashrak Division) were trained on fishing trips on cooperative fishing vessels.
** Coordinating with the Arab Academy of Maritime Transport in employment training
Unqualified fishing in their workplaces to qualify for international certification for fishing vessels outside of territorial waters in different disciplines.
11. Local and international conferences and symposia
International conferences and seminars
**Participation in the first conference on the development of marine fisheries in the Arab homeland, held in Tripoli, Libyan masses, from 25 to 27 July 1998, organized by the Arab Union of Fish Producers and co-sponsored a working paper presented at the conference
On the margins of the conference, the fishermen were contacted with the Libyan masses and 5 fishing boats were released
** Participated in the First Conference for the Development of Investments and Fish Trade in the Arab Homeland during the period from 2 to 5 November 1998 in the city of Nouakchott, Islamic Republic of Mauritania, organized by the Arab Union of Fish Producers and the Ministry of Fishing and Marine Economics.
On the margins of the Conference, it was possible to agree on the work of some Egyptian boats with Mauritanian territorial waters as a test that could be carried out through a comprehensive convention [and indeed three fishing boats have been operated].
** Participated at the Arab States Forum on Investment and Trade in Fishing in the Sea from 11 to 13 June 2001 in the Algerian capital, organized by the Algerian Ministry of Fishing and Fishing Resources with the Arab Union of Fish Producers and participated in a working paper at this meeting.
** Participated in the workshop conducted by the Regional Authority for the Conservation of the Red Sea Environment and the Gulf of Aden, which was held in the city of Ghardah during the period from 30 June to 3 July 2001 to discuss means of optimal management for the exploitation of marine resources by the Red Sea, the Gulf of Aden and the Environmental Machinery.
The Federation participated in a working paper on the role of water-rich cooperatives in fisheries management and management.
** Participation in the meeting organized by the European Union in Tunis in April 2004 to establish a fishing organization for Mediterranean States, in which European and Arab States on the Mediterranean participated, and Spain was selected as headquarters of the Organization.
Local conferences and seminars:
**Active participation [support plus working papers] in all conferences and symposia organized by the Egyptian Society for the Development of Fish Stocks and the Conservation of Human Health, as described after:
** Forum for the Development of Fish Stocks on 17 March 1996
** The first Science Conference on feathers, from 21 to 23/10/1997, the Adriatric College.
** Colloquium on Lake Bardwell 31/10/1997 in cold.
** Second Scientific Conference at Alexandria from 20 to 22/10/1998 - at the Arab Academy of Maritime Transport and Technology.
** Third Science Conference in Mansour 26 - 28/10/1999, Faculty of Sciences - Mansour University.
** Fourth Annual Congress of Cairo, 17-19/10/2000, at the International Centre of Azraine, Cairo.
Participant at the Lake Merwet colloquium, which was held in Alexandria on 22/4/01999
** The Federation organized a panel discussion on the use of hormones in the production of single-sex tiles on 11 August 2003.
International conventions:
The Union participated actively in the realization of the principle of cooperation between the Arab and African States through direct fishing agreements with the corresponding institutions through the Ministry of Foreign Affairs and the Ministry of Agriculture aimed at integrating natural, financial and human resources - a real achievement in this area which Egypt has been pursuing for years, and although government agreements have not been activated for more than two years, the Union has succeeded in concluding fishing agreements with each of the following:
** The Republic of Yemen has 20 vessels operating in Yemeni territorial waters and is expected to increase them.
** The State of Eritrea (over 50 vessels) is a fishing vessel operating in Eritrean territorial waters.
** The Republic of the Sudan (over 30 vessels) is a fishing vessel operating in Sudanese territorial waters and under conditions agreed upon with those States. The boats are carried out under the direct supervision of the Federation to achieve discipline and assess performance in an ongoing manner.
On the margins of these agreements, the Union has contributed to the release of all of them Fishing boats In Yemen, Eritrea and the Sudan, more than 40 compounds.
Participation with the General Authority for the Development of Fish Stocks:
The Federation established its relationship with the General Authority for the Development of Fish Stocks on the basis of full coordination and participation in the planning of development and consultation for the common good.
Obstacles to active participation:
The absence of an appropriate legislative and administrative environment requiring legislative reform helps to unleash the capacities of cooperative organizations in the development process, as well as to mainstream the principle of decentralization in decision-making, and the unclear limits of responsibilities between central and local governments in the regions.
